Chapter I General Provisions

  1. 1. Purpose: The United Nations Honorary Fellow Committee aims to commend outstanding talents worldwide, build a platform for exchange and cooperation, leverage their influence to promote world peace, development, and the progress of human civilization, and practice the concepts and values of the United Nations.
  2. 2. Principles: Carry out all work in accordance with the principles of fairness, impartiality, openness, and non-profit, ensure the authority and credibility of honorary fellow selection, maintain the independence and objectivity of the Committee, comply with international law and the provisions of the UN Charter, and respect the sovereignty and cultural differences of all countries.

Chapter II Organizational Structure

  1. 1. Leadership Body
    • • One Committee Chairperson and several Vice-Chairpersons shall be responsible for the overall leadership and strategic decision-making of the Committee. The Chairperson serves a term of four years and may be re-elected once.
    • • One Secretary-General shall be nominated by the Chairperson and appointed after being approved by the plenary meeting of the Committee, responsible for the overall coordination of daily administrative affairs and external liaison work of the Committee. The Secretary-General serves a term of four years and may be re-elected once.
  2. 2. Executive Body
    • • Five functional departments: Selection and Certification Department, Fellow Service Department, International Cooperation and Exchange Department, Public Relations and Communication Department, and Resource Development and Project Cooperation Department. Each department shall have one Director, responsible for the business management and team leadership of the department. The Directors shall be nominated by the Secretary-General and appointed after approval by the Committee Chairperson, serving a term of three years and may be re-elected.
    • • Each department shall be equipped with an appropriate number of staff according to work needs, including professional and technical personnel, administrative personnel, project coordination personnel, etc. The staff shall be recruited and managed by the department Directors, following the UN's personnel recruitment system and standards to ensure that the professional quality and work ability of the personnel meet the job requirements.
  3. 3. Advisory Body
    • • An Expert Advisory Committee shall be established, composed of senior experts, scholars, and renowned figures in various fields, responsible for providing professional opinions and advisory suggestions for the Committee's decision-making and participating in the selection and review of honorary fellows. Members of the Expert Advisory Committee shall be appointed by the Chairperson, serving a term of three years and may be re-elected.

Chapter III Qualifications and Rights of Honorary Fellows

  1. 1. Eligibility Criteria
    • • In the field of academic research, one must have made major breakthroughs and influential scientific research achievements, such as winning top international academic awards, publishing highly cited papers, publishing pioneering academic works, etc., making outstanding contributions to disciplinary development and promoting the expansion of academic frontiers and the improvement of the knowledge system.
    • • In terms of scientific and technological development, one should have led or participated in the research and development of high-tech achievements with broad application value and significant social benefits, such as major scientific and technological innovation projects, research, development, and promotion of new technologies and products, playing a key role in improving human scientific and technological levels, promoting industrial upgrading, and social progress, and obtaining authoritative recognition and market testing in related fields.
    • • In cultural exchange, one should be actively committed to promoting mutual understanding, respect, and integration of cultures among different countries and nations. Through cultural and artistic creation, organization of cultural activities, protection and inheritance of cultural heritage, etc., one should have a far-reaching impact in the field of global cultural exchange, make outstanding contributions to building a pluralistic and integrated human cultural ecology, and gain wide acclaim from the international cultural community.
    • • In the field of social welfare, one should have long been engaged in public welfare and charity, concerned about social hot issues such as vulnerable groups, environmental protection, educational equity, and medical and health care. Through innovative public welfare concepts and practical models, one should implement public welfare projects with significant social influence, improve social people's livelihood, promote social fairness, justice, and sustainable development, and obtain high recognition and widespread praise from all sectors of society.
    • • In peacebuilding, one should actively participate in international peace negotiations, peacekeeping operations, conflict mediation, peace advocacy, etc., make outstanding contributions to maintaining regional or global peace and stability. Their peace concepts and actions should be universally recognized and respected by the international community, play a key role in promoting the peaceful settlement of disputes and building a harmonious international order, and become outstanding representatives of the international peace cause.
  2. 2. Rights
    • • May wear an exclusive badge to showcase their honorary status.
    • • Priority to be invited to participate in various high-end activities organized by the Committee, including global academic summits, cultural exchange festivals, peace forums, project cooperation negotiations, etc., to carry out in-depth exchanges and cooperation with other honorary fellows and international elites, and expand network resources and horizons.
    • • Obtain special resource support and service guarantees provided by the Committee, including but not limited to scientific research project funding, academic research material sharing, international cooperation project docking, media promotion, etc., to help fellows further enhance their influence and achievements and promote their continuous development and innovative breakthroughs in their professional fields.
    • • Have the right to propose and supervise the work of the Committee, participate in the discussion and consultation of the Committee's relevant policy formulation, project review, and other work, put forward constructive opinions on the Committee's decision-making and development direction, and play a positive role in improving the Committee's work quality and service level.
    • • In case of major difficulties and challenges, they may apply to the Committee for special assistance and support. The Committee will give full play to its resource advantages and coordination capabilities, provide necessary help and solutions for fellows, and ensure that the legitimate rights and interests of fellows and career development are not unduly affected.

Chapter IV Obligations of Honorary Fellows

  1. 1. Comply with the regulations of this Committee, actively maintain the reputation and image of United Nations honorary fellows, and shall not engage in any activities or behaviors that damage the reputation of the United Nations and the Committee.
  2. 2. Actively participate in various activities organized by the Committee, perform the duties of fellows, give play to their professional advantages and influence, and contribute wisdom and strength to promoting global exchanges and cooperation, innovative development, and peacebuilding in various fields, such as sharing academic achievements and practical experience, serving as international consultants for projects, participating in peace advocacy activities, etc. The number of times to participate in Committee activities each year shall generally be no less than twice.

Maintain good communication and cooperation relations with other honorary fellows, support, learn from, and promote each other, jointly create a united, cooperative, and positive atmosphere among fellows, promote the formation of a strong joint force of fellows, and work together to achieve the purpose and goals of the Committee.
  4. 4. Consciously accept the supervision and management of the Committee, timely submit personal annual work reports and important achievement information to the Committee as required, cooperate with various work evaluations and audit activities carried out by the Committee, ensure the transparency and standardization of fellows' work, and guarantee the smooth development of the Committee's work and the right to know of the public.

Chapter V Selection Procedures

  1. 1. Recommendation Link
    • • Implement a diversified recommendation mechanism. Relevant government departments of various countries, international organizations, academic institutions, industry associations, the public, etc., may recommend eligible candidates to the Committee in accordance with the specified recommendation format and requirements. The recommendation materials should detail the candidate's achievements, social influence, personal reputation, etc., and be attached with relevant supporting documents and recommendation letters.
    • • The official website of the Committee always opens a recommendation entrance, accepts recommendation information worldwide, and conducts a preliminary formal review of the recommendation materials to ensure the completeness and standardization of the recommendation content. For recommendation materials that do not meet the requirements, the recommender shall be notified in a timely manner to supplement and improve them.
  2. 2. Preliminary Review Link
    • • The Selection and Certification Department is responsible for organizing a professional team to carry out in-depth preliminary review work on the recommendation materials. Based on the eligibility criteria for honorary fellows, it conducts quantitative evaluation and qualitative analysis of the candidates' achievements in academic, scientific and technological, cultural, public welfare, peace, and other fields. At the same time, it conducts a comprehensive investigation and understanding of the candidates' social reputation, moral character, international image, etc., and obtains detailed and accurate information by consulting public materials, sending letters to relevant institutions and individuals, and field visits.
    • • In the preliminary review process, a strict avoidance system and confidentiality system are established. If the personnel participating in the preliminary review have interests or other circumstances that may affect the fair review with the candidates, they should take the initiative to apply for avoidance; the relevant information of the candidates is strictly confidential and shall not be disclosed to any third party without permission to ensure the objectivity and fairness of the preliminary review work and the privacy and safety of the candidates.
    • • After preliminary review and screening, the candidates who meet the conditions are determined to enter the expert review link, and the candidates are sent a review notice to inform them of the review time, place, method, and relevant precautions.
  3. 3. Expert Review Link
    • • The Expert Advisory Committee forms several expert review teams according to the candidates' professional fields and distribution, and each team is composed of 5-7 authoritative experts in related fields to ensure the professionalism and representativeness of the review team.
    • • The expert review adopts a combination of meeting review and communication review. For major, complex, or controversial candidate cases, an expert review meeting is organized, and the candidates make on-site statements and defenses, and the expert review team conducts face-to-face questioning and comprehensive evaluation; for general candidates, the expert independent review of materials and the provision of review opinions can be carried out through the online communication review system.
    • • The expert review mainly scores and evaluates the candidates from multiple dimensions such as innovation ability, academic influence, social contribution, international recognition, and development potential, and forms detailed review opinions. The review results are determined by anonymous voting, and candidates who obtain the consent of more than two-thirds of the experts are regarded as passing the expert review and enter the final review link.
  4. 4. Final Review Link
    • • The Committee Chairperson presides over the final review meeting, attended by the Vice-Chairpersons, Secretary-General, and Directors of each department, and the Director of the Expert Advisory Committee attends the meeting and introduces the expert review situation. The final review meeting comprehensively reviews the candidates who have passed the expert review, focusing on examining the candidates' political tendencies, social influence, potential risks, and other factors to ensure that awarding the title of honorary fellow will not cause adverse effects on the United Nations and the Committee and conforms to the value orientation and interests of the international community.
    • • The final review meeting votes by secret ballot, and candidates who obtain more than two-thirds of the affirmative votes of all participants can be awarded the title of United Nations honorary fellow. The final review results take effect after being signed by the Committee Chairperson, and the list of honorary fellows is announced globally. At the same time, an invitation to the award ceremony is sent to the fellows themselves.

Chapter VI Management and Supervision

  1. 1. File Management
    • • The Fellow Service Department is responsible for establishing detailed personal files for each honorary fellow. The file content covers all-round materials such as the fellows' basic information, growth experience, main achievements, award situations, social part-time jobs, records of participating in Committee activities, personal work reports, etc., to ensure the accuracy and completeness of the file information, and regularly update and maintain the files to fully reflect the dynamic development situation of the fellows.
    • • Personal files are stored in a combination of electronic and paper formats. Electronic files are convenient for query, retrieval, and data statistical analysis, and paper files are stored as backups to ensure the security and reliability of the files. Without the authorization of the Committee, no individual or organization may arbitrarily access, copy, or use the fellow file information, and strictly abide by the file confidentiality system and privacy protection principles.
  2. 2. Activity Management
    • • Various activities organized by the Committee implement a project responsibility system. The relevant functional departments formulate detailed activity plans according to the annual work plan and activity themes, including activity objectives, time and place, participants, activity agendas, budget arrangements, promotion, safety assurance, etc., and organize the implementation after being reviewed by the Secretary-General and approved by the Committee Chairperson.
    • • In the process of carrying out activities, strengthen on-site management and coordination services, ensure that the activities are carried out smoothly according to the scheduled plan, and timely handle the unexpected situations and problems in the activities to protect the safety and rights and interests of the participants. After the activity, comprehensively summarize and evaluate the activity, collect the feedback of the participants, analyze the effectiveness and shortcomings of the activity, form an activity summary report, provide experience and improvement directions for the organization and holding of future activities, and continuously improve the activity quality and influence.
  3. 3. Financial Management
    • • The Committee establishes an independent financial account and carries out financial management in strict accordance with the UN's financial management system and international accounting standards to ensure that the source of funds is legal, the use is reasonable, the accounts are clear, and the transparency is maintained.
    • • Financial income mainly includes social donations, project cooperation income, honorary fellow membership fees, etc. Among them, the standard of honorary fellow membership fees is formulated by the plenary meeting of the Committee. The collection of membership fees follows the principle of voluntariness and is mainly used to support the daily operation of the Committee and provide service activities for fellows. The income and expenditure of membership fees are regularly announced to fellows and accept the supervision and inquiry of fellows.
    • • Financial expenditures cover personnel expenses, office expenses, activity organization expenses, project cooperation expenses, resource development expenses, promotion expenses, etc. All expenditures must be strictly implemented in accordance with the budget, perform the approval procedures, and the reimbursement vouchers are complete and standardized to ensure that the use of each fund complies with financial regulations and work actual needs.
    • • Regularly entrust an independent audit institution to audit the financial situation of the Committee, and report the audit results to all honorary fellows to ensure the compliance and public credibility of financial work, prevent the occurrence of financial risks and violations, and maintain the economic safety and reputation image of the Committee.
  4. 4. Supervision Mechanism
    • • A supervision team is established within the Committee, composed of representatives of some honorary fellows, and people from all walks of life, responsible for the whole process supervision of the Committee's work, including the selection process of honorary fellows, the fairness of activity organization, the rationality of financial revenue and expenditure, the compliance of resource use, etc., to ensure that all work of the Committee is carried out in accordance with the law and regulations and conforms to the purpose and principles stipulated in the regulations.
    • • The supervision team has the right to consult the relevant documents, meeting records, financial statements, and other information of the Committee, investigate and verify the problems and doubts in the work, put forward supervision opinions and suggestions. The Committee should seriously treat and rectify and implement them in a timely manner, and feedback the rectification situation to the supervision team to form an effective supervision closed-loop management mechanism and ensure the healthy and orderly operation of the Committee's work.
    • • Establish and improve a complaint and appeal handling mechanism. For complaints and appeals against the Committee's work proposed by honorary fellows, cooperation units, the public, etc., establish special acceptance channels and processing procedures. The supervision team takes the lead in organizing investigations and verifications, makes fair and reasonable handling decisions based on the investigation results, and timely feedback the handling results to the complainants and appellants to effectively protect the legitimate rights and interests of all parties and maintain the fairness and public credibility of the Committee's work.

Chapter VII Amendment and Termination of Regulations

  1. 1. Amendment of Regulations
    • • The right to amend these regulations belongs to the plenary meeting of the United Nations Honorary Fellow Committee. Any proposal to amend the regulations shall be put forward jointly by the Committee Chairperson, Vice-Chairperson, or more than one-third of the members, and shall come into force only after being voted on and passed by more than two-thirds of the members of the plenary meeting. The amended contents of the regulations shall not conflict with the provisions and principles of the UN Charter to ensure that the work of the Committee is always carried out within the framework of legality and compliance.
    • • After the regulations are amended, the amended regulation text shall be published worldwide through the official website of the Committee, official announcements, and other channels to inform honorary fellows and the public of the changes in the regulations and protect the right to know and participation of all parties in the Committee's work.
  2. 2. Termination Procedures
    • • If the United Nations Honorary Fellow Committee is unable to continue to perform its duties and carry out its work due to major changes in the global situation, or other force majeure factors, the Chairperson of the Committee may propose a termination motion, which may be terminated only after being voted on and passed unanimously by all members of the plenary meeting.
    • • During the termination process, the Committee shall establish a special liquidation team responsible for the comprehensive liquidation and proper disposal of the Committee's assets, liabilities, personnel, etc. In accordance with international law .
